if a new site sdd

the new site will not apear in my admin when I press validate

The code you mention is to fix a problem where sites can not be added, or clicking a link just reloads the main page.. see the FAQ entry here

As admin, you can add sites from the admin panel. If you use the public add site page and enter your own email address you may get 2 emails, one for the site admin, and one for the owner of the submitted site.
