PHP is likely the best all around open source scripting language. It is easy to learn, it is widely supported plus it provides web and command line interfaces.

Using the PERL scripting language.
Perl is older then PHP, so naturally it has a larger selection of libraries and extensions.It's a powerful command line utility and fully capable in web based programs as well.
